On average, regulations imposed by government at all levels account for 24.3 percent of the final price of a new single-family home built for sale. Sixty percent of this—14.6 percent of the final house price—results from regulations imposed during the lot’s development. On average, regulation accounts for almost 55 percent of the price of a developed lot sold to a builder. The remaining 40 percent— 9.7 percent of the final house price—is the result of costs incurred by the builder after purchasing the finished lot.

Development requirements come in many forms and can be imposed on this process by governments at different levels.
